Service’s for Overseas
Phase III & IV Steps #11 to 19 of procedure
The overseas portion of most files for all countries encounter the same expenses listed below. These may change from time to time and should be reviewed with the agency as the file progresses to keep current. Again, the costs overseas are for services extended on behalf of the family while there or prior to the family’s arrival and all Services listed are at the expense of the family. Items marked with * are not paid from fees given to the agency and are not part of the budgeted cost or fees provided to the agency. Each of these items should be discussed if it pertains to your file.
Administration Services
• Administration services for receiving file • Administrative services for registration of the file at foreign adoption centre • Administrative services presenting file to regions or orphanages • Administration services prior to visit of arranging visas for travel • Administration of the judges or prosecutors directives on documents
prior to court • Administration costs of phone, currier service, fax, accounting,
funds transfer etc. • Administration costs of arranging independent medicals on proposed children • Administration costs of gathering information presented to file on child from
region, forwarding to agency for Consent/Refusal • Administrative costs for the child’s document packet new passport,
birth certificates etc. • Administering any exit visa for the child from the country • Administration of the immigration documentation and coordinating with any
Embassy • Administration and arrangement for translation’s and legal certification of the
file in the foreign jurisdiction • Administer and co-ordinate for the arrival of the applicants, there pre-arranged
agenda for meeting with necessary officials
Accommodations and Communication Services
• Accommodations for family * • Food for family * • On ground service personnel • Translator for verbal conversations • Translation of complete file into foreign language of the court • Translations of extra written documents/material required by foreign officials
after family or file of family has been registered (undetermined at the outset) • Translations of medical material on the child • Translations of presentation material on all children • Translations of all court proceedings and related documents on the biological
parents to validate parental right’s legally forfeited (requirement for IAA) • Translation of court proceeding on the adoption case from foreign language
into English or French (required for immigration to most countries and for
applications for citizenship)
Medical and Immigration Services
• Independent medicals verifying health of child * • Immigration medical • Inter country travel on behalf of the family to receive medical or other
information on the proposed child were applicable • Any request or requirements of the adoptive parents home province, state or
country for specific medical or biological information on any proposed child
(in particular if applicants are asking for a pre identified child or an older child
or siblings) • Inter country travel with the family while they are in the country to the region
or orphanage location, to take the child to medical officer for independent
medical or immigration * • Driver and car • Security including meeting family at airport and arranging enter country travel • Pre-payment of all in country expenditures for the families
• Miscellaneous costs would include gifts given on behalf of the family such as
flowers (Note, these gifts are culturally acceptable as tokens of respect to
persons in authority and are not intended to be of any influence regarding
adoptions as would be noted by there lack in value) • Any cost’s to the agency of licensing or accreditation required in foreign
jurisdiction (This is usually a shared cost divided among applying families for
that specific country) • Foster care cost’s for the child (this is sometimes noted as a donation to the
orphanage when the child presented to parents is accepted but the child still
stays in the orphanage until the file for court on the child is prepared) • Presenting country for the children in adoption will require registration of the
child in the receiving foreign country with proof that this has been done returned
back to the foreign adoption centre* • Post Adoptive Reports (PAR) on children must be returned to the child’s
home country in proper legalized form at parent’s expense (very strict
requirement for Russia) • Cost of travel inside the foreign jurisdiction such as train, air fare (including on
ground staff if accompanied by them) |
